Parking lot and safety improvement project
Background
The Harmony Sports Complex is approximately 58 acres located at 1500 NE 192nd Avenue. While the property is county-owned, it is located within the city limits of the City of Vancouver (COV). The Harmony Sports Association has leased, managed and operated the sports complex in partnership with Clark County since 1982. The facility operates year-round and provides facilities for baseball, and soccer.
In 2017 the county, with Harmony Sports Association, submitted a grant application to the Washington State Department of Commerce to improve the parking lot and safety of the site’s entrance/exit. In January 2018, Washington State Department of Commerce awarded $1,141,690 in grant funds to the project.
A request for proposal was released for the design and permitting of the parking lot project. MacKay Sposito, Inc. was selected as the project consultant.
Current project
The parking lot and safety improvement project will create about 200 paved parking stalls, create a new access point to Northeast 192nd Avenue at the Northeast 13th Street intersection, and pave drive lanes
The project includes a site plan for improvements Harmony Sports Association is proposing for the future. The county has been coordinating with the City of Vancouver on permitting requirements and frontage design.
Project deliverables
- New access at Northeast 13th Street and Northeast 192nd Avenue.
- Paved and striped parking lot with approximately 200 stalls.
- Addition of parking lot lighting and landscaping.
- Construction of a stormwater drainage system.
- Any additional needs to meet permit requirements.

This county-owned property is leased to the Harmony Sports Association, which manages operations of the site. The property features multiple youth sports fields, which are used by Cascade Little League and the Columbia Premier SC.
To reserve the fields, contact Cascade Little League and the Columbia Premier SC.
Please note that dogs and overnight camping are prohibited at this location.
