Comprehensive Solid Waste Management Plan

Solid waste management in Clark County focuses on protecting public health, the environment, and natural resources through efficient, cost-effective programs. The Comprehensive Solid Waste Management Plan provides the structure for waste reduction, recycling, composting, collection, disposal, and public education across the regional system.

About the plan

The regional solid waste system is managed through interlocal agreements with city councils, naming Clark County as the lead agency for plan development and maintenance. The plan outlines the current system, future needs, and program goals for the next 20 years. It was adopted by Clark County Council in October 2025.

The Clark County Comprehensive Solid Waste Management Plan serves as a long-term roadmap for how the region manages garbage, recycling, and composting. It ensures that the county has the right infrastructure, services, and policies in place to meet both current demands and future growth. The plan promotes sustainable waste practices, protects public health and the environment, and ensures compliance with state regulations.

Beyond operations, the plan also strengthens collaboration between Clark County, local cities, businesses, and waste  service providers. By working together, these partners can build a more efficient, cost-effective, and environmentally responsible waste system. The plan also supports public education and outreach, helping residents and businesses make informed choices that reduce waste and conserve resources.

The Clark County Comprehensive Solid Waste Management Plan has 12 chapters that outline how the region manages solid waste. These chapters include the county’s goals, current system, rules, and programs for the next 20 years.

The plan is designed to meet all requirements set by the Washington State Department of Ecology, as outlined in the Guidelines for Development of Local Comprehensive Solid Waste Management Plans and Plan Revisions. These guidelines help make sure cities and counties across the state work in similar ways and focus on protecting health and the environment. Any updates to Ecology’s guidelines will be included in the next full revision of the plan or through amendments, ensuring it remains in current condition.

As required by Washington State law (RCW 70A.205.075), Clark County updates its Comprehensive Solid Waste Management Plan every five years. Between full updates, smaller changes can be made through an amendment process to keep the plan responsive to emerging needs and priorities.
