This project will improve safety for pedestrians, cyclists and motorists in a school zone that serves an elementary, middle and high school.
In 2025, the existing pedestrian crossing was replaced and through traffic was reduced to a single travel lane in each direction. Work also added dedicated turn lanes, wide buffered bike lanes, high-visibility bike lane markings, enhanced signage, and pedestrian refuges to improve safety and accessibility for all road users.
After being awarded a grant, Public Works will move forward with additional improvements in 2026, including:
- Addition of a flashing school zone sign in the middle of the school zone, and moving existing flashers
- Installation of two more flashing school zone signs on Northwest 21st Avenue, northwest of Chinook Elementary School
- Installation of flashing pedestrian crossing signals and pedestrian islands added at crosswalks at Chinook Elementary and Alki Middle schools
- Construction of sidewalk improvements
- Installation of illumination at the crossing at Skyview High School
- Analysis of traffic and intersection control at the intersections of Northwest Bliss Road and Northwest 21st Avenue, and Northwest 139th Street and Northwest 11th Avenue
Once preliminary designs are ready to share with the community, Public Works will host an open house and share additional information via mailers, the website, social media, email and additional methods.

The first phase of improvements was completed in 2025. The second phase of improvements, funded by a grant, is currently scheduled for construction in 2028.
